Plein Air artist Tim Kelly is no stranger to controversy.  His attention-grabbing submissions have won awards that led to debate amongst the festival participants.  This years Grand Prize winning painting, "A Little Bit Louder Now", was no exception, having been painted indoors.  Jess and Tim Weigand talk with Tim Kelly (from a Popeye's parking lot) to get his take on this and other controversies of the past.
